NJ SOCIETY OF MUNICIPAL ENGINEERS HONORS CME ASSOCIATES FOR ABERDEEN BROWNFIELD MANAGEMENT PROJECT
ABERDEEN TOWNSHIP (11/30/09) --The New Jersey Society of Municipal Engineers has honored David J. Samuel, P.E., P.P. & C.M.E. of CME Associates, Parlin, N.J., and Municipal Engineer for Aberdeen Township for the “Township of Aberdeen Brownfield Management Project.” Mr. Samuel was presented with the First Place Award for Municipal Management Projects at the Society’s annual meeting on November 18 in Atlantic City.
The project consisted of the acquisition, remediation and redevelopment of an abandoned industrial site for the beneficial use of the municipality as an age restricted community. “This multi-faceted project has required a unique management approach in order to accommodate the planning, implementation and management of the redevelopment possibilities of the former South River Metal Products Site,” the Society commented in its presentation.
Plans to construct an affordable senior community on the former South River Metals property are moving closer to fruition. In October, the New Jersey DEP approved delineation methods for cleaning up contaminants on the Church Street site that, as proposed, will provide up to 198 senior apartments, along with the community-wide senior center and a passive outdoor recreation area.
Project management accomplishments of Mr. Samuel included obtaining New Jersey Department of Environmental Protection permitting and funding assistance, development of a “no-cost” demolition plan of the existing site buildings, asbestos abatement, and assistance with the selection of the site redeveloper. Additionally, proposed utilities that are aligned through the property to serve additional redevelopment projects further to the south were planned to also service the subject property, therefore reducing the redevelopment cost, the Society noted.
“Through the management efforts of their Municipal Engineer, Aberdeen Township now has a plan of remediation and redevelopment of an existing Brownfields Site,” the Society added. “The Mayor and Township Council have a management plan that will convert a vacant, contaminated and unsafe industrial site and transform it into viable and positive asset that will benefit the municipality for many years to come.”
