(Interpretation that the facility located in the R 100 zone operating as a licensed residential health care facility is a valid, preexisting nonconforming use, and that the expansion of same is permitted. If the interpretation is not in the applicant’s favor, they request a use variance to permit use of the property as a licensed residential health care facility, and variances for the expansion of a residential health care facility for drug abuse treatment and behavioral management.
